UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a recent study of local authorities, UK councils are planning to offload community centers, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have previously come under fire for disposing of playing fields and land to shore up their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities seeking to raise money from a quick sale of assets marked “a clear change from 2024, when the majority (60%) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to manage increasing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the strategy.

Local Levy Increases and Wider Fiscal Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase council taxes next spring to address the growing cost of essential services, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of county councils recently also found council budgets being strained by the growing number of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the study found.
