Trump's Progressive Alarm Misses Europe's True Danger: Economic Decline.

The recent US security policy document presents a flawed view of the European Union. The document asserts that unrestrained immigration and what it terms "progressive" agendas pose an grave risk to the continent's identity. Yet, this argument rests on a fundamental misinterpretation of the situation. The true danger confronting the EU is not societal but technological and economic backwardness.

The Stark Economic Divide Separating the US and Europe

The data paint a sobering contrast. From 2008 and 2023, US GDP surged by 87%, while a mere 13.5% increase for the EU. Over this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Remarkably, even Mississippi now boasts a greater average income than several leading EU nations like France and Italy.

Today, roughly 50% of the global top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: The Core Question

This widening disparity stems from superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have grown into enterprises valued at over $10bn, compared with just 14 in the European continent.

This gap raises a pressing question: As the competition for tomorrow's sectors like AI, semiconductors, and quantum computing, where does the EU positioned? Most analysts agree it is essentially a contest between two between the United States and China, with Europe entering at a clear disadvantage.

Root Causes of Europe's Innovation Gap

A number of key reasons explain this technological divide.

  • Venture Capital: The US boasts a far deeper and more dynamic network for financing new ventures. Europe still lacks a true capital markets union, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A American entrepreneur can launch a service under one set of laws to access a consumer base of over 330 million. The European Union, despite a bigger population, is split among twenty-seven separate regimes, creating huge market obstacles.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find reasons for optimism. European leaders are increasingly aware of the severe threat and have started to advance substantial change. Notable reports on European competitiveness and the single market highlight the need for major changes.

With the right policies and regulatory reforms, Europe's strengths could support far greater levels of commercial innovation.

The continent retains significant strengths: skilled workforce, top-tier schools and universities, and premier labs. Coupled with a large internal market and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically increase economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

Europe now stands at a critical moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of world influence.
